Mr. Nikolaos Doukas

Nikolaos Doukas was born in Agios Theodoros, Karditsa in 1972. He is married and father of three children. Physics graduate of the Aristotle University of Thessaloniki and a holder of a MBA executive from the University of Sheffield. Since 1993 has been an active member in the field of education and in 2003 of the health sector where he has been an executive manager of multinational companies for over 10 years. 

He started his activity in the agricultural sector in 2012. He is the founder of the Hippophaes Hellas Producers Group Company in 2015 which has developed significant international branding. During his career he developed remarkable international activity. In the agricultural sector, managing to consolidate our country as an important and reliable factor of modern and efficient development. 

Since 2019, he is the Vice President of the Hellenic Agricultural Insurance Organization (ELGA).

Mr. Xenophon Kappas

Since 2011 he is the General Director of “Captain Vassilis & Carmen Constantakopoulos” Foundation, promoting and supporting sustainable development in Greece. He has worked with various organisations from different positions gaining an extensive experience on issues of sustainable development and social cohesion. His previous professional experience was in similar positions in organisations and companies related to sustainable management and development. Since his youth he is active volunteer mainly the last years as Board member at national and international organisations with humanitarian and environmental focus.  His studies are on Business Administration and he holds MAs  on European Studies and Latin American Studies, specializing on politics and development.

Ms. Tatiana Giemelou

Tatiana Giemelou is the head of Business Development at the National Bank of Greece.

Her career is dated back to 2002 at Citibank, holding positions in Credit-cards Management and Alternative Sales Networks.

She then joined Alpha Bank being assigned as Head of International Marketing for Albania, Cyprus, Serbia & Romania, and afterwards as Head of Merchandising.

She holds an MBA from Sunderland University.

Ms. Christina F. Legaki

She was born in Athens in 1960 and she has 4 daughters. She graduated from Arsakeio Psychikon high school and she holds a Bachelors degree in Business Administration from Athens University of Economics. She continued with a masters degree (MBA), in USA, from Virginia Darden School of Business.

She has a long professional journey in the area of Business Administration with senior responsibility positions in multinational corporations. Her expertise, lies on management of companies that promote innovation, on all stages of agricultural economy. She is the Country Leader for CORTEVA AGRISCIENCE HELLAS, a leading company in the field of agriculture which came into life out of the mingle of expertise and know how of companies such as DuPont Crop Protection, Pioneer and Dow Chemicals. She is also Business Leader for Israel & Cyprus at CORTEVA AGRISCIENCE and President of the board and CEO of DuPont Hellas S.A.

Her prior management position was President of the board and CEO of PIONEER HI-BRED HELLAS S.A., a multinational seed production and commercial company. Christina Legaki is also shareholder in HELLAFARM S.A., GAIA WINEMAKING S.A., THODORIS PANAS – DANCING SCHOOL OF ATHENS.

She speaks fluently English and French.

Mr. Patroklos Georgiadis

Patroklos Georgiadis was born in 1966. He obtained a BA in Theology from the National and Kapodistrian University of Athens and attended post graduate studies in History (Aristotle University of Thessaloniki) and in Crisis Management (Harokopio University). He speaks English.

Private Sector Employment

  • From 1993 to 2004, he worked as a Journalist, as a Supplement Editor for “Eleftheros Tipos” newspaper and as an Assistant Producer at “Athens 9,84” radio station.
  • From 2009 to 2010, he worked as Business Director in “MASS A.E” advertising company and as Business Consultant in “COMM GROUP A.E.” public relations company.
  • From 2010 to July 2012 period, he was the Business Development Manager in KPMG Hellas.
  • At the same time, he was an associate/Independent Expert for the European Public Law Organization (E.P.L.O.) and also worked as a Consulting Editor for the “Epikera” magazine in Livanis Publications Co.
  • From March 2015 to July 2019, he worked as an Independent Expert for the European Public Law Organization (E.P.L.O.) and as a Consultant for migration-relevant management issues.

Positions of Public Appointment

From 2004 to 2006, he was appointed Special Secretary in the National Printing Organization.

From 2006 he undertakes duties in the Ministry of Interior as General Secretary in charge of Regional and Local Authorities Organizations, Migration Policy, Citizenship and Social Cohesion Schemes, until September 2009.

From July 2012 until September 2014, he assumed the duties of General Secretary of Civil Protection in the Ministry of Public Order and Citizen Protection. During that term, he acted as the Head of the Greek Presidency of E.U (2014) responsible for all issues pertaining to the jurisdiction of the Ministry. He was also in charge of the Migration Policy and the relevant departments and services.

From October 2014 until March 2015, he served as General Secretary in the Ministry of Development and Competition, acting as: a) Representative of the Greek Public Sector in the Board of Directors of ETVA Industrial Zones S.A and of the Black Sea Trade and Development Bank (BSTDB), b)General Commissioner of Greece in EXPO 2015 International Fair in Milan, Italy and c) Member of the Board for the Hellenic-Indian Chamber of Commerce and Economy.

Since August 1st, 2019, he is serving as General Secretary of Migration Policy, Admission and Asylum in the Ministry of Citizen Protection.

Following the establishment of the Ministry of Migration and Asylum in February 2020, he has been in charge of the migration policy as General Secretary.

Mr. Dimitris Lianos

Mr. Lianos is a Mining and Metallurgical Engineer with a Master of Science (MSc.) in regional development. He is a partner and Associate Managing Director of LKN ANALYSIS Ltd (Greece).

He has more than 32 years of professional experience in the design and evaluation of Cohesion Policy and Common Agricultural Policy (CAP) in Greece and Cyprus (for the latter since 2002). He is an expert in the design, management and evaluation of European Structural and Investment Funds (ESIF) operational programmes in Greece and Cyprus. In addition, he has specialized knowledge and long-term experience in the design and evaluation of Rural Development Programmes for Greece and Cyprus under Pillar II of the Common Agricultural Policy. He has participated either as project manager or expert in evaluations (ex ante, on-going, ex post) of Rural Development Programmes in both countries.

He is the geographical expert for Greece and Cyprus in the context of the European Evaluation Helpdesk for Rural Development for the 2008-2020 period. He has also important experience in country-specific studies from his participation as national expert for Greece and Cyprus in EU-wide evaluation and other studies.

Currently, he is the coordinator on behalf of LKN ANALYSIS Ltd for the provision of scientific and technical support to the Ministry of Rural Development and Food (Greece) for the preparation of the CAP 2021-2027 Strategic Plan, which is implemented in collaboration with the Agricultural University of Athens.

Mr. Alexandros Dimitrakopoulos

Alexandros Dimitrakopoulos is a Mandate Manager with the European Investment Fund (EIF) for the last 5 years where he has been involved with European Structural Funds in Greece and Cyprus, provides funding for projects that help to achieve EU aims. In addition, Alexandros has 20 years of experience on financial planning, analysis, annual strategic planning and business decision support, including maintaining and developing comprehensive modelling tools to facilitate sales forecasting, consolidation and evaluation for domestic and exports business.

Past employers include ABN Amro Bank in Luxembourg, where he currently resides, Alpha Bank, Hellenic Bank, and Michaniki Group of Companies in Athens, and Schroder Wertheim & Co. in New York City. Alexandros holds a Master’s degree of Business Administration in Finance from the Kogod School of Business, American University of Washington D.C. and a Bachelor degree in Economics from Clark University, Boston area.

Dr. Dionysia-Theodora Avgerinopoulou

Dr. Dionysia-Theodora Avgerinopoulou, M.P., is a leading future in Environmental Law and Policy. She currently serves as a Member of the Hellenic Parliament and the Chair of the Special Permanent Parliamentary Committee on Environmental Protection and its Subcommittee of the Watercourses of the Hellenic Parliament.

She has served as the Vice-Chair of the Steering Committee of the Global Water Partnership Organization in Stockholm, Sweden, and the Head of Water of the Commission on Environment and Energy of the International Chamber of Commerce in Paris, France. Dr. Avgerinopoulou has also served as the Chairperson of the Standing Committee for the UN Affairs of the Inter- Parliamentary Union, in Geneva, Switzerland, Chairperson of the Circle of the Mediterranean Parliamentarians on Sustainable Development, and the Vice-Chair for the Mediterranean Commission for Sustainable Development, in Athens, Greece.

Dionysia received a first degree in Law from the Faculty of Law of the National and Kapodestrian University of Athens, Greece and an LL.M. in International Legal Studies from Georgetown University Law Center in Washington, D.C. She also holds a Doctorate in International Environmental Law (J.S.D.) from Columbia University School of Law in New York, NY. Dionysia is the author of several articles and a book on environmental and international issues and has presented her work at several international conferences. She teaches Public International Law, International Environmental Law, European Environmental Law, Law of Sustainable Development, Global Environmental Governance and Climate Change Law.

Dionysia is an attorney-at-law by profession. She has previously worked, among others, at the Legal Service of the European Commission in Brussels, Belgium, the Permanent Mission of the European Union at the United Nations in New York, U.S.A., the Center on Environmental and Land Use Law of the New York University School of Law in New York, the Yale Center for Environmental Law and Policy and the Yale Law School in New Haven, C.T., U.S.A. and the International and Foreign Law Institute in Athens, Greece.

She has been elected four times as a Member of the Hellenic Parliament and three times as the Chairperson of the Special Permanent Parliamentary Committee on Environmental Protection and its Subcommittee of the Watercourses. She has served as President of the Parliamentary Committee of Friendship between Greece and Botswana, Vice-Chair of the Parliamentary Committee of Friendship between Greece and Norway, Secretary of the Parliamentary Committee of Friendship between Greece and the Netherlands, and a Member of the Parliamentary Committees of Friendship between Greece and Albania, Canada, Japan, Israel,  Kenya, Singapore, U.S.A., and Russia. She has served as the Deputy Secretary of Volunteerism and NGOs and the Deputy Head of the Environmental Policy Sector of the New Democracy Party. Dr. Avgerinopoulou was a member of the Committee regarding the Genetically Modified Organisms of the Greek Ministry for Environment, Energy and Climate Change, and the parliamentary representative of her Party for the Law on Biodiversity that implemented the 2011-2020 Strategic Plan for Biodiversity and introduced the National Biodiversity Strategy for Greece.

In 2011, Dr. Avgerinopoulou was elected as a Young Global Leader of the World Economic Forum for her global leadership in environmental protection issues. In the same year, she received the “Green Star” Award by UNEP/OCHA/Green Cross International for her efforts in preventing and responding to environmental emergencies and natural disasters. She was also selected among the “40Under40” of the EU. In 2010, she also received a Special Congressional Recognition for her “outstanding efforts and invaluable contributions on behalf of Hellenic Students and the environment” and the Global Citizenship Award for Leadership in Assisting Humanity by Orphans International Worldwide in 2010. In 2009, she received the international Goddess Artemis Award by the Euro-American Women’s Council for her contribution to transatlantic cooperation between the U.S. and the EU on environmental and climate change issues.

She speaks Greek, English, French, German and Spanish. She is the mother of one young boy.

Dr. Konstantinos Baginetas

Dr. Konstantinos N. Baginetas was born in Lamia (Greece) in 1977. He studied Agronomy at the Aristotle University of Thessaloniki. He continued his studies at Imperial College of Science, Technology and Medicine in London on issues of Sustainable Agriculture and Rural Development (M.Sc.) and the University of Nottingham in matters of Interdisciplinary Development of Agro -environmental Sustainability Indicators (Ph.D.).

In June 2021, by decision of the Prime Minister Mr. Kyriakos Mitsotakis and the Minister of Rural Development and Food Mr. Spyridon – Panagiotis Livanos, he was appointed Secretary General of Agricultural Policy and International Affairs of the Ministry of Rural Development & Food.

In July 2019, by decision of the Prime Minister Mr. Kyriakos Mitsotakis and the Minister of Rural Development and Food Mr. Makis Voridis, he was appointed Secretary General of Agricultural Policy and Management of European Funds of the Ministry of Rural Development and Food.

Since 2007 he works in the Directorate of Rural Affairs of Central Greece of the Decentralised Administration of Thessaly-Central Greece, where he is principally engaged with investment projects regarding the modernization of agricultural holdings, projects focusing on young farmers entering agriculture and matters of agrotouristic development investment projects. He has, also, served as an officer-administrator of tens of Technical Assistance projects in the Special Managing Authority of the Region of Central Greece.

He has been a consultant of the Deputy Minister of Development and Competitiveness and of the Alternate Minister of Finance Mr. Chr. Staikouras during 2013-2014.

In July 2016, the President of the political party of New Democracy (ND) Mr Kyriakos Mitsotakis, appointed him as the Secretary of Rural Organisations of ND.

He participated as a member of the Thematic Group for the Strategic Planning on «Innovation-Research-Training» of the Ministry of Rural Development and Food regarding the preparation of the programming period 2014-2020 and in Working Groups of the Geotechnical Chamber of Greece regarding the formulation of proposals within the Rural Development programming period 2014-2020.

He has participated in numerous research and vocational training sessions abroad and in Greece. He has attended many workshops, seminars, national and international conferences, where he has presented research papers. He was a leader and a member of several European research programs and best practice exchange programs. He is an External Expert-Evaluator of the European Commission for the program «Horizon 2020» on issues of «Food Security, Sustainable Agriculture and Forestry, Marine, Maritime Affairs and Bio-Economy».

He is a certified adult educator and has participated as an instructor in educational programs related to environmental education, environmental management, rural development and rural entrepreneurship.

He has been elected a Representative of the Agricultural Sector of the Geotechnical Chamber of Greece (GEOTEE) in the Regional Branch of Central Greece.

He has been elected President of the Agricultural Association of the Prefectures of Fthiotida-Evritania and a member of the Board of the Panhellenic Federation of Agricultural Associations (POSG).

He has authored the books entitled “Rural Development Program 2014-2020 & Rural Development Proposal for the Municipality of Lamia“, “Sustainable Leadership in School Units. Theoretical Approaches and Empirical Research” and “Two Years of Action – Kostas Baginetas – Secretary of Rural Organisations ND”.

He is married to Evangelia I. Bakogianni, a speech therapist, and has a son.
